In the first chapter of Acts, Judas was gone and Peter used Scripture to justify replacing him with another of Jesus' followers. They nominated two followers and cast lots, asking God to bless what they had decided.
If you search the New Testament for the name Matthias before Acts 1:23, you will not find him among the lists of disciples or followers of Jesus (although according to Peter, he had been with Jesus from his baptism through his ascension), nor can you find any more information about him or his ministry after Acts 1:26.
It wasn't a bad thing to elect a new apostle. It just wasn't necessarily the best thing. Sometimes we make a decision based on what seems right to us instead of waiting on God to show us if we should even be making a decision at all. Sometimes, God's will might be for us to be patient, still, waiting on him. That's discernment--waiting for what is good to the Holy Spirit, not just what we believe will be good for us.
